FMCSA releases evaluation of CSA program

Ann Arbor, MI – The Federal Motor Carrier Safety Administration on Aug. 31 released an independent evaluation (.pdf file) from the University of Michigan Transportation Research Institute on the agency’s Compliance, Safety, Accountability program’s Operational Model Test.

MTRI researchers found that the CSA program enables FMCSA to contact more commercial motor carriers earlier to correct safety problems and ensure compliance with safety regulations.

CSA’s Safety Measurement System was found to more effectively identify motor carriers for safety interventions than the previously used SafeStat system, and CSA interventions were proven effective in improving safe behavior among motor carriers. The evaluation indicated that the interventions were an efficient use of enforcement resources, and that they had the ability to reach 3 times as many motor carriers to improve safety compliance.
