“Following the sinking of a floating test platform in April 2019, Carter completed a rapid improvement event, bringing together six different stakeholders to combat the normalization of deviation, lack of preventive maintenance, poor documentation and the breakdown of communication. These early efforts allowed Carter to lay down a foundation of knowledge that would enable him to conceptualize a new safety standard covering U.S. Navy floating assets. Two years later, Carter completed final efforts to create the U.S. Navy’s first Floating Asset standard operating procedure. As of 2021, this SOP is being used for naval operations worldwide.”
