I believe thatmost businesses would not invest in safe equipment and practices without enforcement by OSHA.

I think a far superior tactic would be to teach those same employers how to protect their people. What good does it do to enforce rules and cite violations after someone is injured or killed. You can't undo things like that.

Compliance assistance and education reinforces awareness of hazards which can lead to prevention of injuries. This approach would establish the baseline framework needed by most employers to seek cost effective methods to keep their employees safe .

Focusing strictly on enforcement is equivalent to companies disciplining their employees for not following safety rules and never training/educating them how to conduct business properly in order to prevent injury/illness.

Compliance assistance/education goes further in preventing dangerous situations than enforcing them. Enforcement rarely prevents injuries and accidents as it usually relies on the former to happen first.

An ounce of prevention is worth a pound of cure. A lot of the problems come from the fact that a lot of people do not know the regulations or they do not understand why it is necessary. The key to getting buy in is in understanding. This last a lot longer than punitive repercussions.
